Survey by Oxfordshire councils shows strong opposition to
incineration
A previously unpublished report of the public consultation 'No Time to
Waste' conducted this summer by the Councils in Oxfordshire who make up
the Oxfordshire Waste Partnership (OWP), is now available. The results
of the five week consultation this summer, which included a survey,
showed that of the 891 respondents to the survey then 430 were opposed
to burning Oxfordshire's future waste in an incinerator, while only 24
supported it. Better recycling provision was also strongly supported.
The consultation, held 2 June - 7 July 2006, is believed to have cost
£20,000 (excluding staff time and some equipment) and used 15
roadshow events, radio advertising and bus advertising to encourage
participation.
The Council survey asked three questions:
- What would help you to reduce the amount of waste you
produce?
- What would most help you to recycle more?
- Are there any waste collection, waste reduction or waste
disposal issues that you think we should consider as we prepare to
finalise the Oxfordshire Waste Strategy?
The consultation document concludes that the high-level key messages
from the survey are: the OWP should look to take on a community
leadership role to address excess and unnecessary packaging at source
(i.e. manufacturers) and/or at distribution (i.e. supermarkets);
continue to work to improve recycling in the County; engage the
community through on-going public information and education; note that
a significant proportion of respondents are against incineration;
individual authorities should look to expand the breadth of their
recycling schemes and ensure consistency when applying scheme
Responses to the consultation came from several places: a
leaflet/booklet printed by OWP (330 responses), a form on a OWP website
(169 responses), a cut-out form from the Banbury Guardian newspaper(15
responses), and a Friends of the Earth reply form (377 responses);
giving a total of 891 responses.
Andrew Wood from Oxford Friends of the Earth said: "The Councils in
Oxfordshire seem to have taken on board that people want better
provision of recycling and composting in the new municipal waste
strategy, but they are ignoring public opposition to incineration, and
research which shows alternatives like Mechanical Biological Treatment
are much less polluting, especially in terms of climate change."
